( Copy only two files, lua52.dll and luatex.dll, in the bin
  directory into the bin/win32 directory in TeX Live )

set COMMAND_LINE_ENCODING=utf8
texlua -cmdx gmimage.lua ...

Note that -cmdx (or --cmdx) should be the first option.
