[tex-live] dccpaper package

Hello,

Thank you very much for packaging my 'dccpaper' bundle-of-classes for 
TeX Live.

Having installed it, I noticed that the file 'dccpaper-base.tex' ended 
up in the documentation (doc) subtree. It should be in the runtime (tex) 
subtree. I do note this in the README, but unfortunately it didn't make 
it into the announcement, so sorry about that.

The files 'dccpaper-by.eps' and 'dccpaper-by.pdf' are a dependency of 
the class files themselves, rather than exclusively part of the 
documentation, so would more naturally fit in the runtime subtree as well.

While I'm at it, the Makefile should probably go in the source subtree 
rather than the documentation one, but as it's redundant in the TeX Live 
context I don't suppose it matters.
