[tex-live] Problem with pax.win32

I have just installed Diogenes [1] for Windows from Sourceforge [2],
and noticed that as a part of the installation it also installed
Active Perl.

As Diogenes is released under the GNU General Public License version
2.0 (GPLv2), is there any reason why TeX Live should not do likewise ?
