I don't think that this is the problem. I get a similar output on
windows (I have set TEXMFCNF). 

But imho TEXINPUTS is wrong:

>> TEXINPUTS=.//:~/Documents/Ensino/CEFET-MG/Circuitos/Figuras//

Shouldn't there be a colon at the end?
