[tex-live] Purpose of install-tl-windows.bat

We renamed install-tl.bat to install-tl-windows.bat, although until
the freeze we retained both. This to reduce confusion for Windows
users. But now there should be no install-tl.bat anymore.

We just overlooked autorun.inf; fixed in r. 34256. Thanks for
pointing this out.
