[tex-live] fmtutil in TL 2015

Hi everyone,

we are not sure whether *anyone* is at all concerned by this change,
but the tlpretest and TL2015 will bring a new implementation of 
fmtutil in perl, which also changes its operation mode in the same
way updmap was change to the "multi" updmap 2 years ago. That means,
from now on *all* fmtutil.cnf files are read.
That also means that the mechanism currently in use
	fmtutil-local.cnf
in TEXMFLOCAL/web2c wil lnot be supported anymore, if you have
any settings there they need to be moved over.

Far from being as oftne used as multi-updmap, I don't expect
too much problems with it. But there might be a few bugs and 
incompatibilities, please report them here.

ALso note for those integrators, that the format of the output
has changed.
