it hanged for me as well, on GNU/Linux i386

$ tlmgr update --self
tlmgr: package repository /---/tlpretest
tlmgr: saving backups to /---/texlive/2015/tlpkg/backups
[1/1, ??:??/??:??] update: texlive.infra [299k] (36854 -> 37030) ... done
tlmgr: package log updated: /---/texlive/2015/texmf-var/web2c/tlmgr.log
running mktexlsr ...
^C

however it seemed to work after that

perhaps I did CTRL-C too early, I think I waited a few minutes
but can not say how much time really

$ tlmgr --version
tlmgr revision 37030 (2015-04-24 04:45:40 +0200)
tlmgr using installation: /---/texlive/2015
TeX Live (http://tug.org/texlive) version 2015

(this installation had not been updated since circa April 17)
and then I did

$ tlmgr update --all

which seemingly completed ok (it is not a network update
but a disk update from the rsync'ed pretest mirror)

however the mktexlsr step was lengthy I almost ^C it (after a minute or so)

and mtxrun --generate also was somewhat lengthy

but this might be due to something else altogether. Regeneration of formats
was lengthy also.

..(lines cut)...
[104/104, 14:10/14:10] update: collection-texworks [1k] (36848 -> 36934) ... done
tlmgr: package log updated: /---/texlive/2015/texmf-var/web2c/tlmgr.log
running mktexlsr ...
done running mktexlsr.
running mtxrun --generate ...
done running mtxrun --generate.
running updmap-sys ...
done running updmap-sys.
regenerating fmtutil.cnf in /---/texlive/2015/texmf-dist
running fmtutil-sys --no-error-if-no-engine=luajittex --no-error-if-no-format --byengine ptex ...
..(lines cut)...

I tried mktexlsr myself and it completed reasonably fast (4 seconds, still)
