[tex-live] New package: pdbf-toolkit

I saw pdbf-toolkit, but as far as I could tell, it can't be installed in
TL in its present state because it is not self-locating.  That is, it
cannot find its config/jar files relative to the executable location.

If you want to pursue it, I suggest studying arara, a relatively recent
Java-based package where the author and I dealt with these issues.  It's
on CTAN and in TL now.

(Or, people can just get pdbf-toolkit from CTAN and install it
themselves.  Or maybe distros will package it.  Wouldn't surprise me.)
