[tex-live] doclicense wrong TDS

Dear TeX Live maintainers

There is a problem with the doclicense package in TeX Live. The package bundles
some PDF files which are later used via \includegraphics so they need to be
findable via kpsewhich.

Example which should work in a TeXLive installation:

kpsewhich doclicense-CC-zero.pdf
