[tex-live] how to get updated dvisvgm 1.14 on Linux as part of TL 2015?

Binaries are not updated during a lifetime of a particular TL version. It
requires quite a big effort to compile binaries for all platforms and many
people are involved in it. The binaries are compiled during the pretest
phase, sometimes several times and then they are kept fixed.
