OK, I now see that that particular mirror is considerably out of date.
That was my fault.
But it's perhaps worth noting that I had the exact same problem when I
tried to install from the tarball available here:
http://tug.org/texlive/acquire-netinstall.html. It's not very cool to
have the link on that page SILENTLY point to a tarball that won't install
TL2015. Especially when there's little if any indication, once the
installation process has begun, that it's installing a prior year's TL.
At the very least, the file "install-tl-unx.tar.gz" should have the year
in the filename somewhere, like "install-tl2015-unx.tar.gz".
As a totally separate point: once I rsynced from an up-to-date mirror, the
installation that resulted contained no "texlive-release.txt".
