[tex-live] Removal of startTexFig

Hi Tom (and Josef) - sorry for not explicitly reporting this to you.

The discussion was a post on tex-live:

(followed by two replies from me, the first of which is about something
else, the second mentions psfig).

There was no option to not remove the macro, what with the explicit
"don't take money" provision.  I would have removed it myself long ago
if I had noticed it.

Since psfig itself was removed from TeX Live eight years ago (for the
same reason, as I recall), I didn't think it was necessary to note this
subsidiary thing in the publicized change list.  Sorry about that.

If you have any interest in trying to track down Trevor Darrell (psfig
author) and ask him about allowing psfig material to be released under a
free software license, that would be great.
