So should this not therefore be addressed to the CTAN team rather than 
the TeX Live team ?

As an aside, the page that Victor cites lacks both a "Last-revised: " 
date and any indication of authorship/ownership.  Could it (and this 
comment too should clearly be address to the CTAN team) therefore not 
usefully be enhanced as well as updated ?
