They were identical when I started, but I received so many helpful 
suggestions which I applied to the slow system that they have now 
diverged.  I think that somewhere back in the thread someone told me how 
to find out exactly how many copies of TeXMF.cnf I had and how to locate 
them; I shall start there, ensure the two systems are in synch from that 
perspective, and then copy the corresponding TeXMF.cnf files from the 
fast system to the slow before repeating the timing test.

In the meantime, I carried out a fascinating analysis of the time spent 
on each operation as reported by Process Monitor (well over 3 million 
records) using MS Access, but still failed to identify the root cause.
