[tex-live] 2015: fmtutil.pl depends on mktexlsr.pl

I compiled TL 2015 from source. After installing this I noted that
fmtutil was switched from fmtutil.sh to a perl version. This ftmutil.pl
requires mktexlsr.pl to be present, but that one is not even part of the
texlive-20150521-source.

Only the /bin/sh mktexlsr gets intalled as part of kpathsea.

What do I need to install to get a copy of mktexlsr.pl?
