According to the url below, it means that windows has trouble with
_some_ dll:

A suggested remedy is changing a registry value, e.g. run the
following command in an Administrator command prompt:

reg add "HKLM\software\MicroSoft\Windows NT\CurrentVersion\Windows" /v LoadAppInit_DLLs /t REG_DWORD /d 00000000 /f
