You request concerning symlinks does not apply here. The symlink
option from previous times is only about linking the *binaries*
(and man pages and info pages) into some other directories.

This option is still present in the normal instllaer when you do
*not* specify --portable.

But your problem is about embedded symlinks in the bin directories
within TeX Live. On Unix we have symlinks for the scripts from
	bin/arch/script -> ../../texmf-dist/scripts/.....

Unfortunately it is not possible by now to have a *unix* install
on a file system without symlink support.

And honestly, I wouldn't even know *how* to implement something
without revamping everything, in particular the installation
routine.
