I haven't tested tlmgr yet, but I wanted to say something about GPG on Mac.
I too have both gpg and gpg2 installed (via MacPorts, respectively GPG
1.4.19 and 2.0.29).
Of course I would prefer tlmgr to use gpg2 (gpg is installed only as
dependency of another package).
Would it be possible (at least on Mac, I don't know if it may be of
interest for other platforms) to first search for gpg2 in the path and
then, if not found, for gpg?
