I'll ask him to run the icals command

I've never encountered this either on windows. (We were joking that perhaps Windows started inforcing things on file system level like Apple have started in El Capitan)

Well, a backtrace is useful to us.

I did some testing on a W10 Pro VM, where I am not an admin, with
the wizard installer. I had
no trouble installing in c:\texlive. But when I selected "C:\Program
Files (x64)" then the installer complained, as it should, that it
could not install there. So in both cases the installer behaved as
intended.

The fact that your user could install ok as admin makes a timing
problem is less likely.

Has this laptop been acquired via the university? Then there might
be some nonstandard permissions.

The output of the command

icacls c:\

may tell us more about the permissions.
