[tex-live] dvips does not create conforming postscript file

What is important for old printers is the PostScript Level, not DSC
version. Printers interpret the code and treat DSC as comments. DSC is
important for software toos so that they can extract specific pages
without the need to understand PS. If I remember the specification
well, such tools should ignore all DSC which they do not understand.
This make the tools both upwards and downwards compatible.
