LyX does not install LaTeX packages at all, it just generally checks
whether packages that are needed for a given feature are available, and
if not, the feature is disabled (and a warning given). [except, as you
said, if you use MikTeX and have this on-the fly thing enabled]

But yes, such a feature would be possible. On the other hand, we have
limited manpower.

This refers to a LyX manual (in this case, the manual that explains how
to use the LyX features related to linguistics). Since this LyX manual
showcases forest trees, it does not compile if elocalloc is not
installed.

This is a misunderstanding. I only refer to the dependencies of a
package.
