AFAIK install-tl only creates texmf-local and a few empty directories
in it (eg fonts) if it does not exist. If there are local
configuration files (fonts, formats etc.) and a new version of TL is
being installed, the files are used. My texmf-local is even older that
tlmgr. I need the same files on several computers so I turned it to a
subversion working copy and everything works, nothing is overwritten
(unless I do it intentionaly).
