[tex-live] Bad perms in 2016 texmf ?

Maybe this is me (I'm not at my best any more), but after my first
attempt to install from source for 2016 crapped out when I tried to
use context (unreadable directories/files for a user when mtxrun was
invoked) I compared it to the binary I had been using : several
directories in the texmf tarball seem to not be usable by users, and
a number of files are similarly not readable.

I'm currently rebuilding (for that, installing in /opt is nice) and
will be trying to change all directories in texmf-dist to 775 and
all files to 644.  Meanwhile I have noted the following by untarring
the texmf tarball :

texmf-dist/doc/latex/acroterm 750

texmf-dist/doc/fonts/source/lh/*/* 600

texmf-dist/doc/latex/acroterm/* 640

some texmf-dist/doc/latex/*/README are
 700 gmiflink
 600 gmverse
NB in my binary install gmverse/README was 664!

texmf-dist/makeindex/gmdoc/gmglo.ist 700

texmf-dist/source/fonts/lh/*.mfj 600

texmf-dist/source/fonts/lh/tex/*.t* 600

texmf-dist/source/fonts/lh/tex/wrk/*/* 600

texmf-dist/source/latex/acroterm/* 640

texmf-dist/source/latex/lh/* - my notes on this directory look
flakey (like me at the moment), but I think some of the files are 600
and some 640.

texmf-dist/tex/latex/acroterm 750

texmf-dist/tex/latex/lh 700

texmf-dist/tex/latex/acroterm/* { acroterm.sty ) 640

texmf-dist/tex/latex/lh/* 600 for files and 700 for directories

texmf-dist/tex/plain/lh 700

texmf-dist/tex/plain/lh/* (*.tex) 600

I *hope* this is me again doing something wrong, but for the moment
I think texmf this year has bad perms.
