[tex-live] tl17 pretest init

Alectron (https://electron.atom.io/) allows to write a cross-platform GUI
which looks like a native app. There are two problems:

1. I am not sure whether it is available for all platforms supported in TL

2. The GUI will have to be rewritten in JavaScript

I just mention its existence but I know that such a change would require a
lot of work and I am not sure wheter its benefit is worth the effort.
