FWIW, I get "verified" with that location.

The installer cannot find a usable gpg. The code is in
tlpkg/TeXLive/TLCrypto.pm, notably test_one_gpg. Essentially, it calls
"gpg --version" and sees if it exits successfully. It looks for gpg in
PATH, and calls it with the absolute file name (on Windows). It also
checks the name "gpg2", and can be overridden with the envvar TL_GNUPG.

Using -v should show (lots of) stuff about what it's doing ...
