[tex-live] gzip.exe

Hi,

I'd like to report the following problem with gzip.exe from the TeXLive
distribution.
As far as I can see, this gzip.exe doesn't keep files timestamps when
compressing files.
This is a bug and it maybe worth tracking its source, in case it has an
impact somewhere
else in win32 TeXLive binaries.
