Then please once download the tlnet of 2016 final to a local device, and
continue to install from there all the other computers.

As Karl said, we cannot put loads of Gb just for historic purposes.
If someone wants the tlnet of 2016, either get it from historic, or
preferrably as described above, get it *once* and then distribute it
yourself.

Another option, if you want a stable, is using the iso image of TL2017,
which *is* distributed via CTAN and which does not change either.
