[tex-live] Loading ICC profiles "not working"

Can anyone explain this comment in pdfcolor.h:

extern int      pdf_colorspace_load_ICCBased      (const char *ident,
                           const char *profile_filename);

It's been there since the dvipdfmx + xdvipdfmx merge, but I have no idea
what's wrong and what would be needed to make it work. I have a
libtexpdf user who would like to embed ICC profiles for accurate color
reproduction.
