[tex-live] texdoc and other binaries no longer working

Not reproducible here.

That all looks very strange ... the file should NOT be loaded with
an external lua interpreter, but with texlua.

> `kpsewhich` silently fails, and font generation also seems to fail.  Another `tlmgr update --self --all` reports no available updates.

Even more strange, as kpsewhich is a binary.

So my guess is you have some mixture of destribution provided TeX and
locally installed TeX Live, plus a library mixup.
