[tex-live] install-tl redownloads everything on each run

Hi, Zdeněk,
yes, I'm sure that everything was redownloaded, because I watched the
names of packages and network statistics. The same experience had
other people on stackexchange (I sent a link earlier).
This was not tlmgr, but install-tl script.
