[tex-live] Small scaling values in xetex / (x)dvipdfm(x)

It was more than 10 years ago when I first noticed that.
I don't remember well but I think at that time Acrobat showed a blank page with an error message.
So I made dvipdfmx to ignore transformations which can cause such problems . 
I think Acrobat had been partly using fixed point numbers.

The situation might have changed, so it would be better to reconsider implementation.
