Hi Philip,

first of all, I refuse debugging your setups, because I know and
you have explained it several times that you have a very special
setup, moving around files etc.

Just one comment:

Yes indeed, fmtutil contains the following comment, written by myself:
  # we just identify 'all', 'refresh', 'missing'
  # I don't see much point in keeping all of them
