[tex-live] Adding glossaries-finnish to TL

Hi,
I uploaded a Finnish language module for glossaries package <https://ctan.org/pkg/glossaries-finnish> to CTAN while TeX Live was in freeze, but it still hasn’t been included to TL. It should conform to the requirements, but if you find it lacking, please let me know what to improve.
