[tex-live] dtx and ins files with luatex

Hi Javier - luatex is amazingly powerful = not secure.  Please don't
require it merely to unpack a dtx.  That's not a good precedent for a
core package like babel to be setting.

Self-contained dtx files often simultaneously generate the .sty/whatever
files *and* compile the documentation. This is a pain to deal
with. Therefore I don't recommend them (self-contained dtx) either,
unless one is aware of and takes care of this issue (most people don't).

That said, these aren't technical or absolute restrictions. The CTAN->TL
import can deal with these things. I don't refuse to install packages
just because they require luatex to unpackage or have a self-contained dtx.
There are existing packages in both categories.  --best, karl.
