The problem is that cmd.exe is not allowed in the S-mode and all
executables in both TL and MiKTeX require cmd.exe. There are lots of
other SW tool that rely on PowerShell and they will have the very same
problem, so I think that people will soon complain.

I understand that security is a problem for banks where there must be
strict rules what can be installed and what cannot, the IT people
should be very paranoid but why normal users should be that annoyed?
Windows have good security features even without the S-mode but they
are not used and the default, which is never changed, is the
"dangerous mode". The security could be improved without annoying
users by too restrictive S-mode if they wanted to care.

As the minimum, Windows should not just report "permission denied",
the message should say "not allowed in the S-mode" or something like
that
