[tex-live] Xindy

Thanks to several people for looking into this.

Early on, my suspicions moved to xindy.mem and xindy.run. Since I have both TeX Live 2017 and TeX Live 2018, I moved the 2017 versions to my 2018 binary directory. Or at least that's what I thought I did. Later I compared sizes of these files in 2017 and 2018 and they were equal.

A short time ago, Herbert Schulz wrote saying that on his machine the two files had different sizes in 2017 and 2018. So I tried moving 2017 files to 2018 again, this time very, very carefully. That fixes the problem.

I suspect the problem is that I switched from Clisp 2010 to the latest Clisp. I'll test this by compiling with both versions. This will take
some time.

If I'm correct, I'll switch back to the older CLISP and submit those binaries. Thanks again.
