[tex-live] tlmgr not correctly set-up for out-of-the box use with locally mirrored repository

This happens when you
* install from a rsync checkout (or some other way of getting the full
  mirror)
* *de*-select the option to adjust the repo to mirror.ctan

What should be done is that before saving the repo it should be
converted to a global path, I will look into it.
