If thi sis what is used as TEXMFLOCAL, then that would be a good idea.

That should do what it says, if it finds language-local.dat/def/dat.lua.

Could simply use
  mktexlsr
  fmtutil-sys --all

That should do the trick.

Yes, tlmgr help, or man tlmgr, or any of the web pages that gives the
same, under "generate".

No, because we cannot see the output of tlmgr generate and which files
are at the end actually loaded.

There might be language.dat/def/dat.lua files hanging around in some bad
places hiding the ones generated.
