Sync between kpsewhich and texdoc

Hi Arash,

    -> kpsewhich --all varioref.sty
    /path/to/texlive/2019/texmf-dist/tex/latex/tools/varioref.sty
    /path/to/texlive/2019/texmf-dist/tex/latex-dev/tools/varioref.sty

Those kpsewhich results are correct. The only time the latex-dev subtree
will be preferred is if the program is latex-dev, pdflatex-dev, etc.

    -> texdoc -l varioref
    1 /path/to/texlive/2019/texmf-dist/doc/latex-dev/tools/varioref.pdf
    2 /path/to/texlive/2019/texmf-dist/doc/latex/tools/varioref.pdf

so the texdoc maintainer can consider the problem. --thanks, karl.
