Impossible to use TL 2023 on Windows

AFAIK, the PATH is okay (and other softwares are running
properly). After the student uninstalled TL 2023, it is currently the
following (from the `set` command run in a `cmd` terminal):

We also checked the SHA512 of the `texlive2023.iso` file and it's okay.

I checked with the student: if he tries to install in `C:\texlive2023`
as a non admin, the process immediately fails because insufficient
rights. So he tries to install (the “basic” scheme) as a non admin in
a subdirectory of his current user directory and the process failed with
the following error:
