Sure, but there is something which is specific to synctex:

The strings

   Output written on Men’s Indoor Honours update (ruled).pdf
   SyncTeX written on Men�s Indoor Honours update (ruled).synctex.gz

were created by one and the same program.  But in the latter case
synctex is involved.  So Phil's assumption was correct.
