TL 2024 cannot be installed on some Windows computers

Dear All,

Although the thread seems to be closed, I would like to share a 
potential solution to a 'Permission Denied' error that I encountered 
while installing TeXLive 2023 from an ISO image on Windows 11.

I experienced a similar issue, where running the TeXLive installation as 
an administrator still resulted in a 'Permission Denied' error. After 
several hours of troubleshooting and researching online, I discovered a 
suggestion by Siep Kronenberg from 2015. She noted that overly 
restrictive antivirus software could cause this error.

In my case, the culprit was RAV antivirus, which had somehow been 
installed on my machine (ironically behaving much like a virus) and was 
protecting the TEMP directory. Attempting to resolve the issue by 
creating a new directory and changing the TEMP and TMP system 
environment variables did not help, as RAV protected the new TEMP 
directory just as it did the original one.

Unable to find a way to exclude the TEMP directory from RAV's 
protection, I decided to uninstall RAV completely. Following its 
removal, the TeXLive installation proceeded without any issues.

I hope this information is helpful to others facing a similar problem.
