move files to doc tree

Hi S,

    The files

    /tex/latex/beamertheme-rainbow/beamertheme-rainbow-doc-settings.sty
    /tex/latex/tikzbricks/tikzbricks-doc-settings.sty
    /tex/latex/jigsaw/jigsaw-doc-settings.sty

    are helper files for the package documentations. Could they please
    be moved to the doc tree?

I forgot to check for past doc-settings when doing pgfplotsthemebeamer
yesterday. I see I've been rather inconsistent about it in the past. I
think I finally put in a check to stop them from ever being
