Non-redistributable package "osda" in publishers collection

When packaging a new version of TeX Live, we (Gentoo Linux) noticed that
the publishers collection now contains the osda package.

This seems to have problematic licensing that won't allow us to
distribute the package:

"This work (excluding the OSDA logo) may be distributed and/or modified
under the conditions of the LaTeX Project Public License, ..." [1]

So apparently the logo isn't covered by any license, which means that
it has all rights reserved and we cannot redistribute it. In fact, we
cannot redistribute osda.dtx because the logo code is inlined [2].

As this issue will affect all distributions and users, my suggestion
would be to drop the package from TeX Live, until the license issue will
be resolved.
