[tex4ht] [bug #352] LuaLaTeX and XeLaTeX broken again

Follow-up Comment #3, bug #352 (project tex4ht):

I've added support for basic Latin diacritics in vanilla LaTeX. This means
that

   \documentclass{article}
   \begin{document}
   Příliš žluťoučký kůň
   \end{document}

should produce diacritics in both HTML and PDF.
