[texdoc] texdoc and man pages

Hi Karl,
could you then please adapt kpathsea accordingly?   I get

$ kpsewhich -format='TeX system documentation' dvips.pdf
/texlive/svn/trunk/Master/texmf/doc/man/man1/dvips.pdf

Shouldn't kpsewhich return the path to the texinfo manual instead?

I still think that unique file names make life easier.  For everyone.
What is the problem with manual pages called 'dvips.1.pdf'?
