[texdoc] [bug #363] texdoc -l --help fails

Follow-up Comment #1, bug #363 (project texdoc):

I don't think this is a bug, and I think it can be closed.

texdoc --help -l

does produce help.

Compare

ls --fooble --help

and

ls --help --fooble

which does exactly the same (the first gives an error, the second, help).
