[texhax] tug.ctan.org to be offline for a few days

Because of a security situation, the ftp://tug.ctan.org archive and the
http://www.ctan.org front end to that archive will be going down until
at least Wed Aug 06 (US East Coast).

The archives at http://www.tex.ac.uk and http://dante.ctan.org remain up.
