Isn't it Microsoft proprietary? The "W" in it? Is there a stable file
format description openly available?

AFAIK pstoedit has invariably trouble with conversion von eps into wmf,
e. g. line dashing, curves, arrows, and text. And WMF is superseded by
EMF, which had the same problems when tried last time; i was fed up, but
YMMV.

WMF is IMHO not a format supported by any free TeX implementation. So
producing WMF is near to running into a tar pit.

setwmf.sty can't be found on CTAN, just tried. It might be some file of
a commercial TeX system. Better use eps, pdf(, svg); all are portable
vector formats, friendly supported by latex or pdflatex.
