In config.ps, just have a line with a bare o (no other chars).

No reason.  Perhaps someone wanted to tweak them.

Either the CONFIGPATH environment variable, if set, or texmf.cnf,
or the compiled-in defaults.  To watch how all this works, run

   dvips -d 66 somefile
